Most carbon steel exported from China is made to GB/T 699 — the national standard for high-quality carbon structural steel — yet few overseas buyers have read it. When your supplier’s mill certificate says “45# steel” or “40Cr-free grade 65Mn,” the actual chemistry and test rules come from this standard. Understanding GB/T 699 lets you judge whether a Chinese mill’s offer genuinely matches your SAE, JIS, or DIN specification, and where certificate translations hide surprises. 1. What GB/T 699 Actually Covers

  • Scope: high-quality carbon structural steel delivered as bars, wire rod, sections, and forgings — 0.06% to ~0.70% carbon, alloy-free (Mn variants aside). It is the Chinese counterpart to SAE J403 / ASTM A29 bar stock.
  • Grade naming is the carbon number: 08F, 10, 15, 20, 25, 30, 35, 40, 45, 50, 55, 60, 65, 70, plus Mn-bearing variants (15Mn, 20Mn, 25Mn…70Mn) and free-cutting-adjacent “F” boiling-steel grades (08F, 10F, 15F).
  • “45#” means 0.45% nominal carbon — the naming is simply carbon content × 100. This makes mental cross-referencing trivial: 45 ↔ 1045/S45C/C45, 20 ↔ 1020, 65Mn ↔ 1566-class spring steel.
  • Current edition: GB/T 699-2015 (replacing the 1999 edition). Ask suppliers to state the edition on the MTC; very old inventory sometimes still certs to 1999.
  • Not to be confused with GB/T 700 (Q235-type ordinary structural steel) — different standard, looser chemistry, structural rather than machinery intent.

Phosphorus and sulfur: GB/T 699-2015 sets P ≤ 0.035% and S ≤ 0.035% for most grades — tighter than SAE’s default 0.040/0.050, which means Chinese 45# generally satisfies a 1045 callout on cleanliness, but not always the reverse. Chromium, nickel, copper residuals: the standard caps Cr ≤ 0.25%, Ni ≤ 0.30%, Cu ≤ 0.25% as residuals, so a GB 45# heat is a legitimate “unalloyed” steel even though some SAE 1045 heats exceed 0.25% Cr. Mn-variant bands: the Mn grades (e.g., 65Mn) use the higher manganese range 0.90–1.20%, which raises hardenability and makes 65Mn the standard Chinese spring and blade steel.

First, GB/T 699 mechanical values are defined for a specific test piece and section size — comparing them directly against ASTM A370 or JIS Z 2201 numbers without checking test geometry exaggerates differences that don’t exist. Second, the standard’s tables are minimums for the normalized reference condition; most export bar ships as hot-rolled or Q&T to a negotiated hardness band, which the standard permits as “delivered per agreement.” In practice, the purchase order — not the standard — defines the delivery condition, so write it explicitly.

    4. Cross-Reference Cautions: Where “Equivalent” Breaks

  • Chemistry equivalence ≠ property equivalence. GB 45# and AISI 1045 overlap on carbon and Mn, but hardenability depends on the full residual cocktail. Two “45#” bars from different mills can quench differently; for Q&T parts, add Jominy or a hardness-band requirement.
  • Grade 20 vs S20C: essentially interchangeable, but JIS S20C caps S at 0.035 with typical values lower — for machined fittings where sulfur causes tooling complaints, request the actual heat analysis.
  • 65Mn has no exact one-name Western twin. It maps closest to AISI 1566 (a rarely stocked grade) and is often substituted by 1060/1070 or SUP6-adjacent chemistries — all workable for springs, but document the substitution with the end user.
  • Certificate naming discipline: a legitimate export MTC should say “GB/T 699-2015, grade 45” plus heat number — not “S45C/1045 equivalent.” Dual certification is common and acceptable when the mill explicitly states compliance with both standards and tests to both limits.
  • Decarb and surface quality: GB/T 699 defines decarb limits mainly for the annealed/spheroidized conditions. For finish-machined shafts, add “max decarb 0.3 mm hot-rolled” or buy peeled/cold-drawn stock.
  • 5. What to Verify on a GB/T 699 Mill Certificate

  • Standard and edition stated: “GB/T 699-2015” on the MTC header — generic “45# steel” wording is a red flag for non-traceable stock.
  • Heat number traceability: the heat number on the cert must match the stenciling/paint marking on the material you receive.
  • Full ladle analysis: C, Si, Mn, P, S plus residuals (Cr, Ni, Cu) — an MTC missing residuals can hide rebar-grade chemistry in machinery-grade clothing.
  • Test results vs standard minimums: tensile/yield/elongation should be actuals, and hardness should match your specified band if Q&T was ordered.
  • Authorized stamp/signature: Chinese export certs need the mill’s quality department stamp; a trading company’s re-issued cert should be a true copy referencing the original heat numbers.

    Is GB 45# steel the same as S45C?

    For nearly all practical purposes yes — carbon bands overlap (0.42–0.50 vs 0.42–0.48), and GB/T 699’s tighter S/P limits usually satisfy JIS. The one systematic difference is Mn: GB 45# allows 0.50–0.80% vs S45C’s 0.30–0.60%, marginally increasing hardenability. For Q&T-critical parts, specify a hardness band rather than relying on the grade name.

    Can a Chinese mill dual-certify 45# as 1045 and C45?

    Yes — most export-oriented mills certify against GB/T 699 plus SAE J403 and/or EN 10083-2 from the same heat, provided chemistry lands inside both windows and tests are run to the requested standard. Ask for the dual-certified MTC before ordering, not after.

    What is the difference between GB/T 699 and GB/T 3077?

    GB/T 699 covers plain-carbon structural steels (45#, 65Mn). GB/T 3077 covers alloy structural steels (40Cr, 42CrMo, 20CrMnTi). If your quote says “40Cr” or “42CrMo,” the governing Chinese standard is GB/T 3077, not 699.
