The single most common cause of late steel shipments is not raw material shortage or freight delays — it’s a misunderstood or unverified production schedule. When buyers accept the mill’s first schedule without cross-checking, they usually discover 4–8 weeks of slippage only after the goods miss their vessel. This guide shows procurement teams how to read, verify, and challenge a mill production schedule before signing the contract — and how to keep it on track once production starts.

1. Anatomy of a Mill Production Schedule

A production schedule for a single purchase order includes six key data points:

Most Chinese mills quote a 30–45 day total lead time for medium-carbon steel. That breaks down roughly as 7–10 days steelmaking + casting, 5–10 days rolling, 5–10 days heat treatment, 3–5 days inspection, and 3–7 days logistics.

2. The Three Schedules You Need to Track

Mills run three parallel schedules. Confusing them is the most common buyer mistake.

When a mill salesperson gives you a delivery date, they are quoting from the Production Order Schedule. The actual completion depends on whether the Daily Rolling Schedule hits your heat on the planned rolling day.

3. How to Read the Schedule Document

Most Chinese mills issue a “rolling plan” or “production schedule” sheet with these columns (in Mandarin or English depending on the mill):

If any of these columns are missing or vague (“TBD”, “to be confirmed”), the schedule is not yet firm. Push back before paying the deposit.

Watch for these warning signs in the schedule:

Follow this checklist once you receive the mill’s schedule:

6. Using Third-Party Inspection to Validate

Independent inspection (SGS, BV, TUV, Intertek) is the most reliable way to confirm production status. Inspection agencies can:

Typical inspection fee: $300–500 per man-day, plus travel. For orders above $50,000, this pays for itself by catching slippage and quality issues before goods leave the mill.

7. Negotiating the Schedule Into the Contract

Many buyers skip contractual schedule enforcement and then lose leverage when goods are late. Build the schedule into your purchase contract:

Frequently Asked Questions

What if the mill’s schedule slips but no penalty clause is in the contract?

Limited recourse. Chinese courts enforce liquidated damages clauses clearly written in the contract. Without them, you’d have to prove actual damages from the delay — which is hard. This is why the penalty clause matters at contract signing, not at delay time.

How early should I get the heat number?

Ideally within 3 days of contract signing. Once you have the heat number, you can track it through the entire production chain. A heat number that doesn’t exist 7 days into the contract means the order isn’t started.

Is third-party inspection always required?

For orders above $30,000, yes. For repeat orders with established suppliers, you can sample-inspect (every 3rd or 4th order). For new suppliers, always inspect.

Can I cancel the order if the schedule slips badly?

Only if the contract allows it. Most contracts require the buyer to give 14-day notice and the mill to have 30 days to cure. Cancellation triggers a refund of the deposit minus the mill’s incurred costs (raw material, processing already done). Always include a clear cancellation clause.
